The construction project is the largest expansion concept for public rail transport in Baden-Württemberg since the 19th century. Stuttgart 21 is the complete reorganization of the Stuttgart rail junction. The joint project was agreed in 2009 with the financing contract between the federal government, the state of Baden-Württemberg, the state capital Stuttgart, the Verband Region Stuttgart, Flughafen Stuttgart GmbH and Deutsche Bahn.
