I know this move is really old. I'm just demonstrating what it's like on this video.
It's basically a type of mist step cancel wherein you input a sidestep to cancel the mist step animation then inputting a mist step to cancel the sidestep animation.
= mist step - neutral - sidestep (up or down) - neutral - mist step.
Rinse and repeat.
NOTE: The way I use it is just me goofing around, but it can also be used in a similar fashion to a wavedash if you delay the sidestep input and quicken the mist step input. What should happen is that the full mist step animation occurs, the sidestep input cancels the mist step, and quickly inputting the next mist step before the sidestep animation occurs cancels the sidestep instantly and transitions into another mist step, so no actual sidestepping happens.
