PCSX2 v1.75593 (EE Cycle Rate 180% Overclocked), Multithreaded VU1 and instant VU1 enabled, Optimal pacing and scale to host refresh rate enabled, Widescreen hack by nemesis2000, 60fps and no-interlacing patches, Antiblur, Vsync, Disable Interlace Offset, Vulkan with i5 13400f and rtx3060, Rendering resolution 2K (With the Reshade effects no need to turn it up higher, with FXAA there is no aliasing visible), Shader in PCSX2 - Lottes CRT.
Reshade - (No I didn't use CRT Royale because you lose a lot of detail with it in this game) NTSC_RetroArch (IMPORTANT - check these two options - Use Two-Phase and Use S-Video (I am so happy with this one, I managed to get rid of the unnatural sharpness that came with the higher resolution, while still getting all the wonderful detail (works insanely well with film grain)) Film Grain2 - Does a fantastic job of hiding the low resolution imperfections in the textures, giving the picture more quality, uncompressed look. VHS_RA (This one is up to you, at extremely low values looks very nice)
Ps. If you do do not want to emulate the game or cannot run it, the Xbox version runs at 60 fps, however with a lot of aliasing, no widescreen support, and missing one level, I think.
If you have any questions, feel free to ask. I will try to help you as soon as I can. It took me days to make the game run and look as I want, and I am super proud and happy of the result, so I decided to record some gameplay and put it here, so maybe it would be helpful to someone else as well! Shame this gem didn't get a PC port, because playing this on a console turned a lot of people down, which is unfair. Hopefully that will change now, and maybe even convince someone to finally port this masterpiece to PC. Youtube will probably compress this video a lot since analogue-like effects do not work with high frequency compression, so in person it looks even better! Enjoy.
