I regularly provide consultations to people looking to purchase land, and it seems lots of sites are sold without planning permission. I reviewed this site in England last month and it has some interesting issues. Buying sites without planning permission is very risky in the UK. Land sold without planning approval is probably not possible to develop. If the current owner could get planning for a house on the site it would massively increate the value of the land. The fact they have not applied for planning permission is usually a red flag.
