A royal source told The Mirror that the monarch, who has had mobility challenges in recent months, won't confirm her participation until the party. Senior royals, including the Prince of Wales and Duchess of Cornwall, are expected to attend, per royal custom.
Prince William turned 40 on Tuesday and celebrated by posting images with a Big Issue salesperson. The Duke shared the images after vowing to fight homelessness.
