What they've done, specifically, is serve spam ads to other search engines that depend on their search results, like Ecosia, Startpage, or Qwant. These search engines got a lot more of these low quality ads that are barely relevant to the user's search, or redirect them to a dubious domain, while Google and Microsoft kept the higher value, higher quality ads for their own search engines. This results in 2 problems: users of these alternative search engines perceive the results as lower quality, because the ads that are displayed like normal results are less relevant, and these alternative search engines can't monetize as well, because these low quality ads generate fewer clicks, and are paid less. Just like with Google shopping before, I'd expect the EU to crack down on that antitrust case.
